Assuming the 20" shoe has been drilled out by now, it's possible that PNOC have until say the bottom of the 17-1/2" hole, or even running of the 13-3/8" casing before their current FI option terms lapse.
I can't really see this happening though unless all the wheels have turned save for the Gov approval.
