IMO the announcement of intention to conduct the SPP will be treated as the actual announcement and the record date will be 19 April.
Companies do not like to give non-holders a free kick by being able to purchase a couple of shares in the knowledge of a discounted SPP (or rights issue), then being able to get on the register on T+3 and make the record date in time to participate.
