Looks like the pipeline option is nearly 100% decided on. The BFS may still challenge that if it is not feasible and they can change their minds since the option of 2 years.
I personally believe they will get the pipeline build by someone else who will then get paid for use...
All will be revealed by years end but so far we are well on the way.
