Whatever the percentage of the total emissions, replacing an SMR plant with a Hazer process addresses the bulk of it. To not do so is basically cutting off your nose and failing to make the best dent in the emissions problem that is practical at the current time. This is the same argument used by those that object to hybrid vehicles because they still use some fossil fuel.
