Yeah the scale back is simply because you cant just stop peoples applications at the specific second that the $ value is hit. So lets say in 2 days they hit somewhere around the $7M. That last day, they might have had a massive surge before they close it off and there is $9M in applications. They could run through it based on the specific time of application (or time the $ hit the bank account even), but I could see that being a huge mess & easier just to put out a public note about SPP close & then scale back everyone who applied from there.
