"General Working Capital (including supporting commissioning and operation of Commercial Demonstration Project)."
They must feel that they are either short of funds for the CDP or are making contingency plans for cost over runs, or maybe even an expansion of the plant. The original planned three years of operation has already been trimmed to two.
