Well this is just a bunch of assumptions on my part, but most of the manufacturing for the vessels and pipework will be offsite in workshops, then transported to site for fitting and assembly, with minor final fabrication. In my experience.
Also, I take the wording as meaning the plant will be fully complete and installed and then commissioned in Q1.
