They built the reactor twice and sent the second to Australia. Both times something was wrong (the first, they assumed it was the manufacturing process itself and spent months reworking it), but all the time it turned out they were supplied with high-temperature materials that weren't the quality described. From what I can see, the penny only dropped when the heat exchanger failed a few months ago.
We don't who supplied the materials, nor where they're based (China is likely for practical reasons, I guess). It's unlikely the forge in China bears any responsibility, let alone there being some CCP conspiracy.
Given this twist has come to light recently, the current path sounds reasonable and timely enough. I'd like to think there's a way to extract compensation for the poor materials, but none has been mentioned.
