It's a fair point. Allegedly, at the time they had no access to China due to Covid (GW made comments about "not being able to get on the ground"), but I don't know if that could have precluded the necessary testing.
Perhaps they just weren't competent enough. I find that much likelier than what happened being due to a conspiracy or activity outside a legal framework (or within a dodgy one).
I say that as someone completely happy that Australia, UK etc. have booted Huawei out of their networks, and someone very unsupportive of anything that benefits the CCP.
