Did I miss something? That ain't how a steel blast furnace works, the coke briquettes (cooked coal) provide structure, energy and the reducing agent.
Carbon from the coke directly, then indirectly as carbon monoxide (CO), reduce the Fe2O3 & FeO2 all the way to Fe metal, some carbon is incorporated into the Fe lattice, making steel.
I don't think burning H2 to produce H2O would work in the blast furnace.
Nobody would buy a blast furnace only to convert it to a DRI plant, easier just to buy a DRI plant in India and fuel it with natural gas directly.
Hydrogen is too valuable to waste on steel production IMO.
