People who think MOUs aren't worth anything are kidding themselves. They think building a pyrolysis facility is like building a kids cubby out the back yard.
An MOU allows companies to advance design work, seek approvals, update procedures, validate data etc. You don't just buy a hazer plant off the shelf, you integrate it into your facility under the government rules of that country. An MOU is great at this stage.
people seem to want us to walk, chew gum and blow bubbles. Kidding themselves.
