Recoveries with refractory ores is typically 85 - 95% - the main cost is the CAPEX of building the plant with flotation / autoclave / biox etc. Once that is set up - maybe an extra $100m the AISC will be quite similar. Refractory deposits are typically BIG. Golden Mile is refractory, Donlin Creek too....
