I imagine the only way they revisit Hera in the future is something to offset any downtime in the running of Federation.
i.e we'll still have alot of plant/equipment/skilled labour at Hera but servicing Federation production. If they find themselves kicking stones around at any point they may as well start digging at Hera and get something back for their time.
