China can get things done very quickly if it sees value in a certain product/service/policy. This bodes well for MEM considering that China currently has a population growth (actually population decline) issue.
A good example is the Tesla factory which was built in Shanghai. China saw the value of having electric vehicles and associated tech being built in the country and the Shanghai Tesla factory was built in record time (as per below image).
Considering that China has a population growth issue (which is arguably substantially more important than electric car tech for China), the Chinese govt could get the Felix system approved for commercial use very quickly.
In which case, this statement at the end of the announcement becomes increasingly significant.
