All I am saying is that the new smaller shareholders may not have any background understanding of the company; and/or have an emotional attachment to the company compared to Highland Resources and see the in-specie distribution as equivalent to a dividend.
They may not know anything about the company so the easiest thing is to just sell the stock.
Highland Resources obviously has not intention of holding the shares and due to a lack of liquidity find the best solution is to give it to its own investors.
