It is tight reservoir, it will not flow without fracking/stimulation.
This would be done after casing and completion, even if all the materials, permits, equipment and personnel were already arranged, there would not be enough time this late in the ice season.
The ice pad and road that protect the tundra will melt away, then there is no access allowed until next ice season.
