Got the vibe that the potential of a US defence grant for Gallium extraction was more prominent than a spod deal. With all Gallium coming from China at the moment. And applications were already completed
following the same model of IPX which licenced tech from a university as a shell now worth $800m
sounded like a gimmick at first but looking into it more might have some real legs
