    Dear Sir/Madam

Re: Launch of subscription interactive video service to the mobile phone industry

The Board of Directors of GoConnect Ltd ("GCN") is pleased to advise that since the

Company’s announcement in July 2002 regarding the extension of the patented GoTrek

technology to GPRS enabled mobile phones for wireless Internet users, substantial

progress has already been made in this development. Concurrently with the discussions

with major players in the mobile telecommunications industry, the Company has also been

formulating its business plan to ensure that the adoption of the wireless GoTrek will

provide the best commercial value to GCN, the consumers, the mobile phone device

    suppliers, and the mobile carriers.

Building on the business model already in place for the fixed line Internet GoTrek service,

and the content channels already assembled, the Company will launch an interactive video

subscription service to the mobile phone industry. This service can be expected to be

operational within the next three months.

The receiving device initially will be any GoTrek enabled Microsoft Pocket PC phone or

Pocket PC with Internet connectivity. The interactive video subscription service will not

only be available to the Australian mobile phone market but will be available to

subscribers from anywhere in the world so long as they have mobile devices that run on the

Windows Pocket PC operating system and such devices have Internet connectivity whether

it is via fixed line, GPRS, CDMA 1x or 3G. The wireless GoTrek application will be made

available for online downloading directly to these mobile devices and subscription to the

interactive video service will also be available online. Unlike traditional video streaming

over wireless Internet network, GCN has the advantage that its GoTrek push technology,

combined with the available hardware and software features of the Pocket PC and Pocket

PC phones, can deliver affo rdable, TV quality video to the subscribers even with wireless

    narrowband connections.

Recent reports indicate that Microsoft expects 5 per cent of mobile phones sold in 2003

will be devices running the Windows operating system. With a forecast of over 400 million

mobile phones to be sold this year, with further growth year on year, and based on

Microsoft’s projection, it is not difficult to see that within two to three years, there will be

more than 50 million mobile phone devices that run the Microsoft Windows operating

system. To-date, the Pocket PCs and Pocket PC phones have focused largely on business

applications. With the expected surge in sales of the Pocket PC mobile phones, we can

expect a significant demand for consumer oriented applications and content such as that

provided by GCN with this interactive video service. GCN is targeting this large and

growing global market to offer its interactive video subscription service.

Video content will be drawn from the existing 11 content channels available on the fixed

line Internet GoTrek. This will include video content submitted by contestants from the

recently launched TheBestMix Music Competition. Since the announcement of the prelaunch

of TheBestMix Music Competition and the launch of the website

www.thebestmix.com, interest in this competition has been steadily growing. In the two

weeks since the website went live, close to 10,000 unique visitors have been recorded,

generating in excess of 50,000 hits. GCN is also working with its international affiliates to

promote this competition internationally. This will ensure not only that the submissions

from contestants will be international in nature but will also provide compelling audio and

video content of international flavour for distribution via GoTrek.

To cater to the interests of the much larger potential subscriber bases in different regions,

the Company is in discussion with a number of video content providers to expand the

existing content mix and to provide compelling content, including Chinese and Indian

    language content.

The new subscription service will be marketed and made available directly by GCN online.

However, discussions are also under way with mobile phone device suppliers and mobile

carriers to offer the subscription as a bundled service with their existing products to

enhance the value proposition of their offerings to the customers.

    Yours sincerely

    Richard Li

    Chairman
