"Shorting is also something that can be done that regular mum and dad investors cannot do.." Isn't thi what happened to the bloke who owned ABC childcare? I have a recollection that he wanted to keep all his shares so he took out margin loans to access to his capital without selling the shares but the some in the market found out and deliberately drove the stock south until he had to sell to pay the loans but the price dropped so far he couldn't sell for enough to cover his debt and he went bankrupt.

Seems like a great practice. that should draw no red flags at all from our law makers. No doubt the shorters long for the days when green mailing was legal.
