Agree sovereign risk probably remains a dealbreaker for many investors, as there's an outside chance Antilles' dealings with the Cuban govt go south, but doubt the human-rights lens comes into play at all - I struggle to think of any instances where human rights concerns prevented overseas investors from supporting resource extraction in countries with "checkered" HR records...
