There has also been reporting over the weekend that the Krygyz government is putting together a $7 billion investment plan to revive their economy, centered around energy and resources and mining, with the key plank being foreign investment. Andash approval should logicially follow from that sort of plan.
Simon is in Kyrgyz this week so I imagine he will have a clearer picture of the state of play and timing when he gets back.
In relation to announcements or no announcements, at the end of the day he can only put out an announcement when he has something to say. If there has been no word from the government (or no decision) then there is nothing for him to announce.
