Today, December 7, in the state residence "Ala Archa" Prime Minister Jantoro Satybaldiev participated in the first meeting of the National Council for sustainable economic development of the Kyrgyz Republic, where President Almazbek Atambayev society presented a draft Strategy for Sustainable Development in Kyrgyzstan ("roadmap") for from 2013 to 2017.

It is important that the concept paper was developed jointly by the efforts of staff of the President and the Government made extensive use of experts and leading scientists of the country.
Dear Members of the Board,
Today, the country faces a range of complex and unresolved issues that been accumulating for years, and that we will face in the future.
Evidence of their presence as analytical estimates of independent experts and the country's poor performance in international rankings.
This gives a good reason to safely make the most important steps in the reforms and transformations, in order to keep up with the global world processes and held as a competitive state in the Central Asian region.
In this regard, we now have to identify the key economic targets for the coming years, the achievement of which will be the basis for the well-being of citizens and the subsequent dynamic sustainable development.
I want to emphasize that the five-year vision for the development of Kyrgyzstan - a common document for all branches of government, although the main work for its implementation lies with the Government. On the basis of this conceptual understanding of government needs to finalize the development of the medium-term program with annual action plans.
Note that the detail of the specific measures and policy actions should be carried out within the framework of the annual detailed plans of the Government to implement the policy of economic development, designated as part of the concept. It is necessary to paint the personal liability of government agencies for the implementation of these plans and actions to achieve the set goals.
The work of the Government can be more effective in terms of business and effective cooperation with the parliament. In this direction of the Parliament and the Government have the opportunity to further improve interaction.

Achievement in the medium term, sustainable economic growth, predictable inflation, a balanced budget and live "within our means" not by "future generations" will be a major key to economic stability.
In our view, we need to pay close attention to the economic reforms of the consumer in the investment size and the transition to the project approach.

The basis of any market economy is the private sector, where the leading role played by small and medium-sized businesses that provide jobs.
At the moment they are working on their own risk, saturating the market with goods and services, and the budget with taxes. Therefore, we must admit that we have not done much to protect businesses from the pressure of officials from over-regulation, which is a barrier to the creation and expansion of businesses.
Measures taken by the Government can do in the coming year, a real improvement in the business environment and to enhance the prestige of the country in the international rankings. In this direction, we will work closely with the business sector and the donor community.
There are problems that government can not solve without the help of the judiciary. We are talking about the issue of guarantees to ensure the legal protection and freedom of entrepreneurship, the legitimate rights of the owners.

In this situation, all our efforts to improve the business environment look like in the eyes of investors, especially foreign ones, as an attempt to cover up the impotence of the state to protect investments and private property.

The government for its part is ready for constructive cooperation with the country's Supreme Court to provide better legal protection and freedom of entrepreneurship, the protection of private property.

Initiative proposed by the President on the joint development of conceptual understanding of the development of Kyrgyzstan includes specific economic guidelines for the coming years.
In the new political structure, society, political parties and non-governmental organizations will closely monitor the actions of the authorities to achieve the stated objectives and to assess the contribution of each branch to the overall work. In this context, must be clearly defined management processes and implementation of public control of the document.

The five-year vision for the development of Kyrgyzstan is a document that allows all of us to act consistently and deliberately, for the good of our country.
However, we must realize that achieving pledged reforms and implementation of specific policies of the document depends on the coordinated and consolidated among the three branches of government (executive, legislative and judicial branches of government) and, above all, political stability in the country.
