It's not wasting money.
Night Train won't require a low temp roast, which was the key step to unlocking Thunderbird's economic potential. Although Thunderbird is low second quartile cost OPEX, Night Train looks to be near bottom first quartile.
That means a more rapid payback in the first 5 years and helps with funding/JV talks. Alternatively, the asset can be sold in it's own right. A couple of mil to prove up a resource with a NPV of $300m+ makes sense to me.
