Well, that's disputable.
Base's Toliara is pretty good in my opinion. 5% slimes, no oversize, mined from surface.
50 year mine at 20mt/y using a conservative cut-off at 3%.
Plant will probably pump out 600-700,000t ilmenite and probably 65-70,000t of Zircon/Rutile concentrate.
