To gain some serious traction, they would either need to find a bigger patch of high grade surface ore, and/or alternatively locate the core.
If I were them, and had confidence, I might start mining the shallow high grade ore and in the mean time keep drilling.
They surely strongly suspect the high grade core is there else they wouldn't be drilling flat out.
Either way, lots of drilling still to be done.
