Some peeps get annoyed when nothing is released or delayed (apparently drives sentiment down, and thus SP)...
Some get annoyed when info is released (without consideration for timing) (apparently does nothing to the SP)...
These scenarios would seem to occupy mutually exclusive spaces....
Also... There is no time when institutions are not driving the train... they are always driving the train... it's just the peeps are naturally happier when the train is going in the direction they would like it to go...
... Alternatively... one could try and read the time table... that way, doesn't matter who is driving the train, you would have a better idea which way the train is going
