It's legal and relates to algorithmic trading where brokers can plug straight into the exchange. It is designed to create liquidity in the system where split second trades can be made, regardless of the volume. I see a place for it and I can't comment about how this is impacting TVN specifically, however I do see a need for the exchange and the regulator to ensure there is no unfair manipulation (not suggesting there has been).
