Unfortunately this announcement iS too little too late. Had it come forth a few weeks before the announcement, it would have been more meaningful. Shareholder would see value to participate in the SPP.

It reads to me like they failed to find any underwriters and the SPP is faltering and they have to put up a quick announcement to try prop things up.

The end is near reading this. IBG seems to acknowledge that the company value is too small to secure any financing. This is not something that IBG can overcome by itself. Unlike previously they have glencore and nystar as their white knight.
