I had read of a large mining op recently sold that had discovered a huge aquifer underneath their lease close to their mining operation. These aquifers are thought to be reasonably plentiful, but as yet undiscovered. Seems Mongolian govt looks favourably on mining companies who help provide infrastructure for both their own operations and people of the local region where possible. But that aside, I would think coal washing would be largely a closed cycle process with water mainly being recycled. They need to recover the dense media (sometimes finely ground magnetite and/or heavy organic liquids) from the cleaned coal so I imagine they'd use settling ponds, tanks, etc, to recover much of the water used.
