There is nothing in the announcements that say anything other than first right of refusal, which you can only interpret as they can match any offer. You said we should read the announcements, what in those announcements tells us this is now a complex legal issue?

If this was the case the company via asx laws has an obligation to disclose this.

IGO are the major shareholder in BUX it would be kind of farcical if they pulled some legal swifty on the company. That in itself would be highly questionable on IGO behalf and open a whole can of worms in itself, for IGO that is.
