These wells are always tight-hole, however, PCL has legal/regulatory obligations to keep the market informed of material events, which Tullow can not stop PCL from fulfilling. Definition of "material" can be a bit vague, but PCL will probably want to release an update as the well is drilling just to inform investors of progress (and typically this is ok and is done) and of course once results are in. They are likely to get sign-off from Tullow on any wording. Well they should at least.
