I think this is plausible. But I think a large chunk of the shorted shares that need to be covered would already be secured in advance by some sort of call option. If you're a large hedge fund with a 60 million share short position, you'd want to have most of the shares you need to cover your position secured in advanced to avoid such a scenario. These guys aren't the type to leave themselves fully exposed.
