All it needs is an executive order (bypass congress) from El presidente and the Secretary of the Treasury to sign off for funds in the ESF.
They can be used to buy strategic commodities/PMs, they use BTC in this example to drive the price up and expand balance sheet capacity to buy TBills/USTs to keep the debt system afloat as sovereign buyers are lacking.
