When directly below it is resource at 2% CuEq at 1.6 mT less. (Being 11.4mT versus 9.8 mT)

Given the relative grades of the two resource figures, I think it's purely intended to indicate potential. (A prime function of a resource).
Taken with recent drilling and the comment that grade and tonnes to be mined are likely to increase I think it's a very judicious disclosure by the people involved, charged with developing the deposit for SH.
