It's not flagged as being price sensitive so I am assuming it is not material - yet. Also, reading the announcement closely, it is not clear to me whether they are partners in the "project" - viz "Hitachi selected NetComm Wireless to support its development of ICT infrastructure for the Smart Community Demonstration Project in Greater Manchester, UK" or whether this is a more formal long-term partnership.  

I think the former is the case, and perhaps if the project is successful it may lead to bigger - and price sensitive - things.  

However, as the price has moved 8% on the news it has indeed proven to be price sensitive, irrespective of the flag!
