What I think he's saying is that the improvement they intended. More placement of the slots for pumping in and extraction of the loaded liquor in the uranium-enriched ore rather than rough as guts like before is getting a more precise (less diluted ) result.
That's good but the ore is fresh and the conditioning agents hitting it as virgin ore.
I think a the end of the last operation they were battling with several, cumulative difficulties.
