Possibly, but one way to flush it all out is to create buying pressure, and management buying on market may do that.
If management don't believe in the project don't buy on market.
Management may sell stock for any number of reasons, but they only buy for one, and that is they believe in the project and are expecting a return on that purchase.
NAB has bought on market before, not sure about CE, to me that speaks a fair bit about his belief in the project.
