Tthe HCH plant in this announcment is a large desalination plant!
3700 litres/sec is equivalent to about 320 ML/day (million litres/day) or 100 Gigalitres per year.
Water Corporation in WA have just recently signed a significant contract with spanish conglomerate to build a 50GL/year plant at Alkimos north of Perth for $3bn AUD (see link below).
This plant has a 33km pipe with little to no pressure/elevation compared to the HCH one that goes up some serious hills!
Not sure if its a direct extrapolation but a 100GL/year plant would most likely be double the cost and i have no doubt the piping infrastructure for the HCH plant as well as the power cable would have higher costs (larger copper cable, longer and thicker pipeline to offset the pumping pressure).
Land here i believe is already owned by the Water Utility
