I get the fruatration but we are not in mine building mode as yet. I dont understand how CE is expected to brow beat government agencies into making agreements. He has done pretty well so far with energy and water agreements and easements in place. Government works to its own timetable and if someone as locally well connected as CE is taking this time to formalise - perhaps it is unavoidable.
