i would prefer a smaller less dilutive raise now to get Glencore on board, since the SP would presumably be much higher in the near future (due to Glencore involvement), and they could raise the balance of $30 mil at higher and less dilutive prices. just IMO
it could be that the powers that be want them to raise more capital now so they may not have a choice
