Every small cap I've seen do this has experienced a very hard time bringing the sp in line with mc, and ALL sh suffer. Furthermore and ultimately consolidation come into it. Not sure who's advising on this but IMO it's very high risk to have a diluted stock. If they can't raise revenue by sales, and do so with the current shareholding it becomes IMO very risky.
