It's a complex interplay of future event that are all partially dependent on each other to achieve FID. Can't build until you get finance, but you cant get finance unless you have clients signed and committed but they will only sign when they are sure there is a project all financed!! Have to move all the pieces slowly together and forward. We're in the lonely and unloved trough of the Lassonde Curve I'm afraid.
