You could run the pilot plant many times,but that would just be measuring the consistency of the pilot plant.

There are not enough samples to make a meaningful statistical analysis anyway ( probably need at least 20) and the only way to do this is to scale up.
In general scaling up allows even finer tuning and excluding any unforseable events, the upscale should consistently produce over 99.99% with a margin which is what off-takers want.
Note:it is thought that there should be no problem producing 5N and that is from someone who knows what he is talking about.
