I think the existing manganese operation has lacked strategic direction for a while now. There has essentially been no change in direction despite the underlying fundamentals changing significantly. This is supposed to be a bootstrapping operation to fund HPMSM, it's now doing the opposite.
Maybe it would cost them more overall to mothball it, that is the only logical reason to not shut it down now IMO.
