Companies can still use non free trade country product up to the increasing limits. Staying above 80% in a few years could be difficult if any major elements aren't from either the US or free trade countries. These rules could well create a two price structure where IRA compliant product has a higher price. That will be interesting development if it occurs.

I'm not 100% sure on this, but I found the list below of 10 countries. This included the expected group of Russia, North Korea and Iran. Other than Eritrea which is East Africa, Africa has avoided being on this list.

I also fund the following Bakerlaw article looking at items to be clarified in the Inflation Reduction Act through regulations. It's quite a long list and there could be wild-cards such as Ford lobbying for wider definitions (presumably so it could use CATL batteries if they were made in the US).

The wildcard for E25 is that there needs to be at least one bigger producers looking to figure out a way to make their vehicles eligible. If no-one does, then its again a level playing field and no-one will go the extra distance to source compliant HP Manganese. I'd however think that at least one major manufacturer would figure out a way to have a compliant supply line so that competitive tension around the US$3,750 + US$3,750 discount would exist.
