    Surely a trading halt with sufficient time to gain clarity is the way to do this

    If it is an easily corrected or updated proposal and the market knows it...then that's one thing. If it s a fatal flaw...thats a whole other thing

    In the absence of fact...the market will assume the worst

    POOR MANAGEMENT in dealing with this bit of news
