So I've gone a little further with the Inmarsat piece. Apologies in advance for the length. Took a while to piece together.

As far as UAV's go, no pun intended, a couple of things stand out:

    1. PG mentioned the regulatory environment. Regulatory issues revolve around reliable BVLOS operational capability in controlled airspace.

    2. For the unlimited potential of UAVs to be realized, they must have BVLOS capability.

    3. BVLOS capability requires a complete Command and Control Network.

PG: “It’s really exciting to be working with a partner that shares the same vision and goals. Not only is this shared vision a crucial pre-requisite for pushing innovation...and the commercial opportunities that flow from these advances, but it also underpins Inmarsat and Harvest’s efforts in overcoming any regulatory barriers that might prevent the full potential of UAVs being realised.

“The only way that you can really make the UAV sector mainstream is by going down the path of a ubiquitous solution. And unless it’s supported by the ultimate network provider – such as Inmarsat – it’s never going to go anywhere.”

"Inmarsat satcom networks allow Harvest to provide its customers with Beyond Visual Line of Sight (BVLOS) optimised connectivity whether it be sea, land, or air enabled solutions.

"There’s an expectation that the unified vision Harvest and Inmarsat are working towards will also pay dividends in the contested regulatory space. In short, allowing UAVs to realise their full potential, particularly when it comes to BVLOS and situational awareness.

From Harvest’s perspective, the potential of UAVs, and specifically the verticals the company can expand into on the back of this potential,
    are unlimited.

Now have a look at the Inmarsat Velaris page:

    https://www.inmarsat.com/en/solutions-services/aviation/services/velaris.html
A few more things stand out:

"Designed and developed specifically for the commercial Unmanned Aerial Vehicles (UAVs) sector, Inmarsat Velaris is the connectivity service that will support the growth and transformation of this exciting and burgeoning space.
A global, reliable and totally scalable Command and Control (C2) service, it enables everything from simple tracking and identification for small UAVs to full aero safety services for those operating in controlled airspace.

The capabilities of Inmarsat Velaris will play a critical role in unlocking the unlimited possibilities of unmanned aerial vehicles.

Powered by the Inmarsat ELERA global satellite network,
Inmarsat Velaris creates a reliable, scalable BVLOS Command and Control service that will open up limitless possibilities and support the transformation of our world.
Finally, go to the bottom of this page to see a list of Inmarsat's UAV partners:

    https://www.inmarsat.com/en/solutions-services/aviation/solutions/uavs.html

Harvest Technology’s communication protocols allow for complete command and control of unmanned aerial vehicles (UAVs) from multiple locations whilst maintaining trusted, secure and optimised data transfer.

Reading between the lines, it seems to me that Inmarsat and Harvest are joined at the hip in terms of providing the necessary technology to overcome regulatory barriers re BVLOS.

If they haven't already done so.

They way it reads, they have.

If that's the case, then what were once barriers become barriers to entry for other would-be participants in the UAV space.

At the very least, a pre-requisite for participation.

    Ubiquitous comes to mind.
