    I had assumed exclusivity was granted to get a foot in the door, not necessarily in exchange for a premium on service price.

    If the story is consistent with the above, then you would expect the exclusivity period had expired and that Fugro wanted to keep deriving the material benefit from use of the technology. Its competitors would want that benefit too.
