"Market isn't saying anything" - The market is always saying something. When we invest we are saying Mr Market you are wrong and I am right. I think all investors here are saying that HUM price is wrong and that we will get an above average return by accepting the current price.
If we have a look at HOM / RMC in 2016 upon the merger of the two businesses the share price shot up 40%. That's my thesis here. An event driven bet that is shown to be profitable historically.
"My guess is the price manipulation is coming from interested parties." - I totally agree on this and believe Duncan Saville is still buying.
