Those are many individual small businesses that are not controlled by Gerry.
By law he can only instruct them to do what is in the franchise agreement, which obviously wouldn't cover exceptional pandemic grants from the government. So he's not able to force the franchises to refund them (and doesn't control their money, as they are independent companies).
While it's easy to go for the well known big companies, there are many more 'small businesses' that gained from the government's poorly designed covid grants scheme and fly under the radar. Even now with political attention on refunds, they only talk about the big companies, so small businesses like these are never mentioned. though gained as much in relative terms.
